A likely culprit. Let's hope it hasn't caused damage.

SOLVED!

Just an update for those who are interested. I repaired the harness for the 7 way connector where the insulated had been rubbed off behind the clamp on the side of the transmission. After reinstalling, there was no change. I was still getting voltage of around 7.5V on each C14/15/16 with the jeep in park, key on, connector unplugged. Then when I would plug the connector in the voltage would drop to zero. Still stuck in 4th gear in drive.

I ordered a new TCM off ebay and installed it. Now everything works properly! Transmission shifts great in drive.

I assume that when I was doing the engine swap and moving the transmission around that the harness got moved around just right to cause a short where the insulation had been damaged. It must have burned up a driver in the TCM. After repairing the harness and replacing the TCM everything is working properly.

I think i can still count on one hand the number of actual TCM failures. At least this one had a fairly obvious cause.

Yeah.

and Mr Green did a tremendous job of diagnosing and repairing the issue.
