I've been doing some research on chrome-look paints recently for some pieces of trim that I'm doing for my restoration. There are several videos on youtube that compare and contrast the different brands that are on offer. I haven't tried it yet, but I have purchased (it's currently on its way to me) this stuff (link below) and it was the best rated amongst what I've been able to find.
I would echo what some of the others in this thread are saying though; sounds like you have a mismatch between the primer/basecoat and the chrome you are looking for. Also, if you want the best results, apparently you need to shoot a basecoat of gloss black before shooting the chrome.
