trouble getting coil spring off on left side

Default trouble getting coil spring off on left side

I have been trying to put on my coil spacers so that my jeep will be level, but when i compress the spring the top gets loose but the bottom will not budge. I took off the bracket that hold the coil on the bottom and it still will not budge. any ideas? plz reply also how hard is it to just lower the front axel and put it in that way?

rusted together? try pb blaster, a torch, and a sledge.
