Turn signal mystery 87 Cherokee

Turn signal mystery 87 Cherokee
My left rear turn signal won't work. I replaced the bulb and checked the socket with a multimeter. When the meter is hooked up and the blinker is on I'm getting a reading as high as 9-11 volts at the contacts and it's on and off like you would expect with the blinker on. However, when I put the bulb back in it doesn't work. Any input on what might be wrong appreciated.

I finally traced the wires from the socket upstream and found where the wiring had been bastardized with those blue splicer connectors that they use to tie in for a trailer. It's truly a freakin mess. I found a point that was working for the blinker and ran a new wire and wallah it worked.
I still have a short for the tail lights though. I put in a new fuse and it works just fine in the garage. But as soon as I back up and drive around the block the fuse is blown by the time I get back. This one is driving me up the wall.

I found a service manual in pdf on ebay.
It's shipping from Australia but the price is right. Says it includes wiring diagrams. We'll see

You have a bad ground. I had the same thing and just ran a wire from the ground wire at the tail / stop light to a cleaned spot on the body. Silicone, paint, or grease the body connection so it won't corrode.

Think I found the short now how do I fix it
I hooked up a multi meter to the fuse terminals, the one that kept frying, and lo and behold every time I jiggle the key in the cylinder it gives me an intermintent signal. So it's either something haywire in the cylinder lock or the ignition switch. I have a service manual that explains how to replace the ignition switch but it doesn't give me anything on the lock cylinder. The problem with the lock is it sticks and won't turn off unless I go from park to neutral several times in the on positon. Any suggestions on where to start?
