What position does the key have to been in for the dummy lights to come on?

What position does the key have to been in for the dummy lights to come on?
I now am a 1987 Jeep Cherokee owner for a easy 400 bucks but this jeep has a push button starter, aftermarket radio and a lame alarm system aka wiring nightmare. With that said I only have the seat belt light when I turn the key to run. At what point in the key stroke are all of the lights going to come on to make sure they are working? Start or run.

Hard to say for certain, not having seen it.
The ignition switch and connector are a common failure- the switch wears out and the connector can overheat. Take a look and see if it's discolored or darkened. If that's all that's wrong, a new switch and connector should have you back in business.
