I emailed the guy, he said it's already lifted up a bit with 31s. I like my jeep alot, but my old man wants one anyways, and I'm thinking this may be better for me, any input?

sounds good, you guys know what he's talking about crossing the terminals on the starter? sounds weird. Also, how will I do with 31s for a daily driver? highway travel ok? (not that I do very much)

I'd grab that for 900. he's jumping the solenoid to start the truck- an old "works in a pinch" trick to start it with a bad solenoid or with a bad ignition switch.

I have not had the luxury of messing with an xj starter yet, but some have the solenoid on the starter itself, and when it goes you swap out the whole starter. I'd have to see the truck to know for sure.

Starter itself is probably OK and if he is using the battery and just jumping the solinoid then the battery is good as well.
Sounds like a great deal if the floors are solid. Crawl under it to determine that. Bubbles in the paint are an indication of rust and depending upon the bubble location that can be an hard/easy fix. Rockers are easily replaced and boatsides will make it very strong too.
