Default Wipers only work on high (with a twist)

First post! I've been on here every day since I got the cherokee five months ago. Amazing people on here that have helped big time with all the projects so far. I've been able to find a thread to fix ever problem till now!

Anyways heres whats going on, wipers only work on high. I was having problems with them not working at all randomly. Figured I might have a bad motor not getting enough power. So I got a new motor today and wow the high is on full blast much faster than before when it did turn on. However all other settings still do not work. I've picked up a few intermittent boards at the jy and they have not made a difference. I even popped them open and all the connections look clean.

I've read that you can take the intermittent board out and put the two connections together under the dash to see if Low works however they do not fit for some reason?

My hunch is wiring go messed up somewhere? Also replaced the fuse for the wipers and that didn't change anything.

Whats going on here??
