Wiring issues?

Wiring issues?
My jeeps has been acting up lately, i have P0132 code coming and going, and my voltage once in a blue moon will read 9 but in reality seems to be fine, ill turn it off and turn it back on and voltage will be fine again.
its a 1999 cherokee 4.0 auto, ive looked for wires to be burnt on the manifold but nothing is visible also i have replaced both sensors with no luck. My fuse is in tacked....... im lost on what to look for next.... could both issues be related?
