wont go over 3000 rpms?

wont go over 3000 rpms?
so i just got my jeep put back together and notice that when i stuff the gas to the floor it will not get up and go . i did everything by the book and what it said to do.
what would cause it to not go over 3000 Rpms and not shift properly

it was taking apart to get the cylinder head resurface and have an exhaust stud fixed. the exhaust stud wasn't the problem after the fact i drove it around. put this 3000 rpm problem happen before this

If this problem was happening before the work performed, I'd start with this:
1. Test your "throttle position sensor" It is directly involved with transmission shifting characteristics and throttle tip in. Also, the TPS on your 1990 IS adjustable and adjustment is very important. All of this needs to be done with a meter and a manual with the exact procedure.

2. If TPS checks out, verify actual fuel pressure with a fuel pressure gauge installed on the schrader valve on the fuel rail.
But because you describe a problem with shifting as well, the TPS is really a primary suspect here.

The next thing you must do is test your throttle position sensor. And adjust it.
The factory service manual flowchart also recommends this before moving onto more complex possibilities.
Don't look elsewhere until the TPS circuit is completely verified.

ok so i did look at the tps sensor and i think it is bad . the only thing was one, the little arm behind the sensor wasnt on the right way. i fixed that but still getting the same thing . i did test the eletrical but i dont think im doing it right and i followed the link and how it told me to test the tps sensor just like what the book said.
