Default WTF is this? Does not look stock to me...
So i've discovered my 1991 XJ limited has this little guy under the drivers seat. Im totally stumped with this one! Any ideas?

Glad somebody knew cause I didn't have a clue.
If it was in the back seat I would have a said a tie down for cuffing somebody.

Could it have been an anchor for a braking system when towing the car behind an RV?
