I have a 95 auto 2wd, could I swap it over?

wont start cold
I have 91 Cherokee 4.0 mostly stock when the temp outside begins to cool I say around 40-45 its real hard to start. The fuel pump doesn't run nor does it fire but if I continuously hold the starter for extended time it will gradually hit off then it will sputter and in like its dropping crank signal but continues to run my question is why does temp have a role and why does it not fire or run fuel pump?
PS I have access to snap on solus but no codes present when it does this

Take off the roof rack completely. Once removed located the screw hole where the rack was mounted closest to your lights you're mounting. Drill through using progressively larger drill bits. Eventually you'll take out the threads as well. In the interior take off the sun visor and the plastic trim all along the headliner on the drivers side. Get your fingers under the headliner and pull down slightly enough so you can feel the hole you drilled. Slide the wires through, under the headliner, under the plastic trim and under the door weatherstripping to behind your dash. Put a dab of silicone in the hole to make sure no water gets in and put the rack back on. You'll still have at least 4 screws on that side and at least 5 on the other so it will definitely stay on plus you won't ever see those wires
