Why does it need to come out of the garage before you're done putting brakes on it anyways? Tell them to suck a nut or help you finish the brakes?

my friend has a 1998 jeep xj 150,000 mi auto that was having some work done on and the mechanic pointed out a problem to him.
The problem when you turn the wheel to the left and right the front end moves about a inch to the left and right. When driving the steering is a bit sloppy with some play, but no crazy noises or death wobble.
I think that the lower control arm bushings are bad, but the mechanic told him that everything in the front end was shot this same mechanic also told him that it doesn't have control arms that the control arm i was pointing at was a stabilizer.
What do you guys think?
