I guess it's just an extra support for the inner fender. I've removed it from every XJ I've ever put a front bumper on.

I just cut the bottom off and left the top due to i have a few wires zip-tied to it. They are useless i'm sure.

Electric fan isn't working. I tested the fan itself and it's still good. Where do I look from here?
The guage on the inside is reading the correct temp btw

Swap the relay with a known good relay and just look at the fuse with your eyeballs.

Yes I will try that but how do I know if the fan comes on the jeep isn't close to overheating?

How do you know it's not working?

Does it run hot?

Go turn the a/c on wide open on defrost and check to see if the fan comes on. It should kick on every time the compressor runs.

On 1999 the fan will come on as soon as the A/C compressor is engaged. You can use Defrost mode (if it's warm out where you are) as well as any of the A/C modes to do that

Swapped the cooling fan relay with the starter relay and started it and also the fan didn't come on
I put it the AC on full blast
