Like Wonderboy said it sounds like your temp sensor is wacky. The electric fan shouldn't come on until 218-ish and should shut off around 213-ish...

So I did the head gasket with a new head. I fired it up for the first time yesterday and everything is going good. Smooth idling and no leaks. Temperature stay at 195. Nothing out of ordinary, so I decided to check the gauges and noticed that it idled at 600 rpms.
I'm stumped. Usually in my experience, when engines idle at 700 or less, it usually run rough.
Throttle body was deep cleaned and the idle air sensor works perfectly on other jeep.
Is it weird to idle perfectly at 600 rpms?

Well then, that new fangled OBD-II stuff probably has to relearn stuff, like idle speed etc after a few running cycles.
If it were a Renix, it would be dumb and happy, and idle just like before not knowing the difference....

lol. Well I started it up few times in the 2 hours I had it running and it would start up to 750 rpms then settle down at 600 on couple of minutes.

What types of mods do I have to do to be able to use a 99 fuel rail on a 95? I'm attempting to delete the fpr. To clarify I race my XJ and I'm converting to a fuel cell and adding a high pressure in line fuel pump. My goal is to keep as much fuel pressure as possible even at wot.

Swap to a '97+ setup or go custom. The entire fuel system needs to be changed - different pump and different operating pressures throughout. With the new PCM you'll need some new sensors as well.
Why do you want to eliminate the FPR? Plenty of applications use the vacuum FPR with monstrous injectors.

I previously thought the parts jeep I had was a 95, but it has seat brackets that are like my 99, so wouldn't it be a 96? (The parts jeep that is)
If its a 96 would the 8.25 in it be 29 spline? If so I'm gonna bolt that in my 91 that has a d35.
Edit: never mind some googling told me that 96 is a split year so it could have either. Guess I might pull an axle shaft put and count the splines maybe I'll get lucky and it'll have a posi in there lol.
