the starter is less than a year old. It works fine if I hot wire the 2 studs on the back of it, but it seems that the mechanism that switches it from off to on doesn't work when I turn the key. If that makes sense.

4.2 in my YJ made about 20 psi at cold idle and 4 at hot idle for over a year. About 10 psi at speed once warm. Engine ran great and and was just barely starting to knock when I finally pulled it and built a stroker. Even if it is suffering, you may have some time before catastrophic failure.

Still can't figure out why my jeep won't start. I replaced the ignition switch and removed and had my starter tested. Still won't start. Does nothing when I turn he key. I check all the fuses and relays as well. Also, NSS is good and clean. Im getting no voltage to the little nut on the starter when I have someone turn the key. Any ideas?

no electricity to the starter? Check for broken or lose link between battery and starter. Double check all relays. Find a known good and swap it with the starter relay

there is electricity to the starter but the wire from the ignition switch to the starters shows no voltage at the starters end. Also, I already checked relays and swaped with a known good one.

Yes there's a fuse in the PDC and a fuse in the junction block. Also a relay in each spot. I don't 1993 wiring so I can't tell you which one. Basically,
battery -> fuse -> key -> NSS -> relay (fused) -> relay (fused) -> starter solenoid
If memory serves, anyway.
