So here is something. I always toy with the idea of having a 8.25 rear with a factory limited slip paired with a Select-A-Trac in my '00. Thinking it would be better for getting around in the snow which is one of many reasons I own a Jeep. Do not off road anymore. Have the Command Trac with a regular 8.25 3.55 rear now. So can you take something like this and change a rear that is not a factory limited slip to one that is?

Also he does not list the gear ratio in the posting. Forgive lack knowledge about diffs and what not but doesn't that matter? Or does a carrier like that go with any gear ratio?

When changing carriers you need to set everything up properly. You will need new bearings and a set of shims. Your ring gear would be moved over to this carrier. The ratio split in the Chrysler 8.25 is somewhere in the 2:1 ir 2.5:1 range. All XJs use the same carrier in this way.
What isn't listed that is very important is what year this thing came out of. Prior to mid-1996 model year all of the C8.25s used 27-spline shafts. Afterwards they are 29-spline. The two are not compatible. So if this is out of a '94 and you own a 2000 then this is a complete waste of time.
What concerns me is that they said the bearings were cut off with an angle grinder and the housing is knicked... I don't know if that's a show-stopper but it really makes me wonder about the condition of the rest of it.

when coasting in traffic, between 15-20mph, i feel a lurching sensation, kinda like if i there was bumps in the roads and it makes the jeep slighly bounce back and forth. tire pressure was checked, shocks seem to be in good condition, is that normal behavior for a lifted jeep or somethings not right? when i accelerate it goes away, but gets pretty annoying in traffic or at steady slow speeds.

"To engage, shift the transfer case lever from 2H to 4H while the vehicle is moving at any legal speed". I LET OFF THE GAS, THROW THE LEVER, TAP THE GAS AND LET OFF.
4L position: " To engage, slow the vehicle to 2-3 MPH , shift the transmission to Neutral, then shift the transfer lever to the right and pull firmly rearward to 4L".
TO SHIFT OUT OF 4L, SHIFT THE TRANSMISSION INTO NEUTRAL WITH THE VEHICLE STOPPED, SHIFT THE TRANSFER CASE LEVER TO 2H, THEN THE TRANS TO D IF YOU HAVE AN AUTOMATIC, OR INTO FIRST GEAR WITH A MANUAL, AND CONTINUE ON.

A limited slip differential is a great idea to have with a SelecTrac NP242. The TrackLoc LSD is a typical clutch type. Friction pads get installed between the side gears and the housing walls, where the axle shafts enter. You'd need to buy new clutches.

Yep you're on the right page!
If you're having a shop do all of that you might want to get a quote on the parts and work first and determine if it's really worth it to you versus, say, finding an entire axle with the limited slip already in it.

Would love to find a complete 8.25 3.55 Chrysler Factory Limited Slip Rear local, within reason, to me. Nothing yet. It is also not helping that you can not tell if it is one without opening it up. You see a posting for an 8.25 rear on Craigslist, call, they say it is not, but do they even really know for sure. And I really can't be going and opening up every rear in the boneyard I find or on people's part outs just to be sure. I would if they would let me.

Lagging or lose of fuel?
I have been driving my xj and around 1500 rpm it will occasionally drop 500 and then I rev it and it is back to normal. It has got a little better since I cleaned the IAC but it still happens and will occasionally stall as well but start right back up. It has completly dropped to 0 before but then I roll forward a little and they jump back up!! What could this be?

Alright, I took a deep breath and ordered Spicer ball joints. They're better AND they're cheaper. Two-day shipping with Amazon Prime. I missed the optional $6 overnight delivery by two minutes
The Teraflex knuckle will be here tomorrow, and I'll pick up brake pads and rotors from Advance. I'll also rent a ball joint press while I'm there, and I should be able to get started on Wednesday morning. Should let me make some progress while I wait for the new ball joints to be delivered in the afternoon.
