your "tow package" is likely just a trailer hitch the previous owner installed, and I seriously doubt it's been re-geared.
I don't know though, is it normal for me to be able to spin my 31s? I can do 15mph and get them to chirp

I notice a ringing/grinding/rattling/clinking noise when in motion coming from what I think is the front left, it's a bit worse when I turn right. I don't have any time to get under there today and look, any quick ideas on what to check? My first guess is dust cover on the front left disc brake

wheel bearing most likely, maybe a u-joint

Last week I added a little to much antifreeze. Now my upper radiator hose has been spewing antifreeze out from both ends. Also it hasn't over heated but when I noticed the antifreeze leaking out and opened the hood the engine was making a boiling noise. Is this just an old faulty hose problem? And does the fact that I added to much antifreeze have anything to do with this?

yup, but i'd get your build sheet from Jeep first. The chances that the previous owner changed anything driveline wise from the factory setup is slim

Well I've been having a low idle recently and it almost stalls. I know everyone wants to scream iac and tps at me and I will get those checked/cleaned/replaced soon. But the weird thing is is that when it happens ill start to go and it won't respond to the throttle very well. I'll have the throttle to where i should be going 40 but am going about 15. Then after a few seconds ill hear and feel a clank/click coming from either the engine or tranny and it will rev extremely high because it is going to where it should have been with the throttle in that position. I will then let off the gas and everything will be fine. Is this problem still fixable by replacing the tps and cleaning the iac or do I have a bigger problem on my hands? If it is a problem with the tranny I'm not that worried cause I got one in the garage that is going in in a few weeks. Thanks!

sounds more like a tranny/torque converter or TCU issue than a TPS sensor issue

So i recently picked up a 99 XJ, and i think there was a decent amount of weird stuff the PO did. I noticed the light under the transmission shifter was out, so i popped off the plate, and noticed that the ground wire to the bulb was cut. Also noticed there is what appears to be an antena mount in the center of the roof. My question is this, is this hole in the transmission shifter plate (the yellow arrow) supposed to be there? If not, i can't imagine what it was used for. it's too small for any type of switch - the hole is a little smaller than a dime.

Just curious, but any thoughts about why this hole is here?
