I see nothing has been mentioned about the AC condenser in front of the radiator. Fins could be clogged and thus blocking air flow for cooling.

but if those fins are clogged would it not overheat when ac is off as well?

The AC running does put an added load on the motor thus increasing heat and the need for the electric fan for added air flow. It being clogged even with the AC off would still restrict air flow through the radiator. May not cause over heating but stops the cooling system from running at it's full capabilities not allowing the engine to run at it's coolest.

ok but with ac not running it runs at about 195. which is perfect

Only thing that I believe would cause an overheating with the AC on would be a clogged condenser. I'd check it out. See if you can see through the fins.

Do you ever see 210 w/o the AC on?

Forgot to ask. Are you loosing coolant?

saw 210 w/0 ac on yesterday when it was very hot out.

i can see through the condenser but if the condenser was clogged i would be having problems with it regardless of weather ac is on or not

Sounds like your engine temps w/o the AC are fine. The AC running definitely puts a load on the motor. Unless your not getting enough coolant flow through the engine to keep the temp down with the AC on I don't what else to tell you. There is an additive made which add to your coolant that helps dissipate heat. Seems it's well thought of but I can't recall the name of it. I'll see what I can find out. Your not loosing coolant?
