Most likely state law .. I know in Oregon we have one also .. if your rear bumber is so far off the ground U need mud flaps .. got pulled over in my 69 GMC for it but just got a warning, something like 28 inches in Oregon but can't member xactly .. no one else has ever said a word and I know I am breaking it on a few of my rigs

Oh its a law here. A pretty hefty fine for no flares and mud flaps. It is mainly in the smaller towns where cops have less trouble to deal with. Here in tacoma, no one notices people without

washington states mudflaps have to meet the middle of your tire. so basicaly they must hang to your axel. sucks. Got pulled over cuz mine were to tiny on my 4runner haha. opps. I never roll fender flares but i sweat balz when i pass a cop, just hopen he doesnt know the rules. so far so good.
