I want to find one for around 1k to 1500. That way I have money left to dump in it. But all the ones that cheap are 2wd.

There are a lot of 4x4 ones in that range. Just gotta look a little harder. For that price though, its gonna need some work. Tell ya what, check out Coparts.com. If you find one you like bid on it. If I have to drive to Tampa to pick it up (I have a dealers license) I will.

PLENTY of Jeeps in your price range. I see them all the time when I am on craigslist. Tampa has a ton. Sarasota/Bradenton has a couple from time to time.
