From what I read while researching my exhaust upgrade for the XJ:
99+ (and maybe 97-98, not sure) have high-flow cats stock. The cat won't make a big difference if you replace it. The most restrictive part is the stock manifold (poor alignment) and the stock downpipe (kinked to around 1.75"). My build sheet doesn't say anything about the cat except that it's 50-state legal, so either everything I just typed is wrong, or they all had high-flows.

So my simple bumper install has turned into a huge ordeal, have to cut n fold my drivers rear 1/4. Also putting on the bw flares and found the dumbass PO cut the **** out of the passenger fenders front and rear, WAY higher than the drivers side. So ****ing annoyed right now

Jakbob, I need your Renix expertise to help me sort out plow stuff from Jeep stuff and get teh former out of the way. I need space to install my CB, and I don't know how much of the crap in the passenger footwell can be removed.

On an unrelated note, I just got a wave from the driver of a lifted TJ that was on the side of the rode getting ticketed.
