I would assume so.... but I am no government official....

I do know that my buddy at 25 is having a shoulder/rotator and both knees replaced and without factoring the VA covering $1000 it was around half the cost of private insurance....

it is a lot harder to get it if you didnt apply within 6 months of your ETS.

yellaklein had it. he towed my xj to the location. Thanks goes to him. I shall not answer later part of question but I did send u a PM. The less unsaid name remains unmentioned, the better. Alright Jon, swapped amps to my buddies kicker. No more buzzing and thumping, but his amp is single channel and made for a sub so the only sound I get out of the speakers is the low end of everything. Oh well, at least I know it's not my wiring or speakers. Pulled my amp apart last night and found a few spots where the terminal lines on the card were touching each other. I'm hoping that was the problem as I didn't see anything else wrong with it. We'll see today when I get home from work.

maybe! Might be different if any of your issues were pre-existing conditions. Not sure though. My only dealings with the VA have been the wife getting letters in the mail saying they are still processing her paperwork...a year later.
