But they are supposed to only mark the tire, clearly in 1 spot, so when they come back around they can see if its moved or not.
If its moved then they "cant" (not supposed to) give you a citation/ticket and if it hasnt moved then thats what you get under the windshield.

Horrible question to ask, but does anybody by chance have a couch I could crash on for a few weeks until I find a job? I've worn Annapolis out and nothing. It's frustrating as hell because with my money nearly depleted on that BS sales job, I have no method of transportation to and from different areas to try to find work.

looks like your missing an exhaust clamp. Probably rusted and fell off.
It holds the pipe to the mount. A few bucks at the local auto parts shop.
