Actually, with that punctuation, you're saying she is 'racist Kim,' and you're insulting the reader with a racial slur. Jerk.

When addressing a person, a comma is used before the name to annotate the end of your statement and to give direction. In this case, "That's racist, Kim," would have been appropriate. If the narrator was speaking of Kim and not to her, the grammatical structure of the sentence is wrong, and the point is moot.
