The base sentence is, "That's racist." By adding Kim's name, you are directing that statement. If you put her name in the beginning, it would be: "Kim, that's racist." It must be distinguished. To add her name at the end, it still receives a comma because her name is not a part of the predicate.

You are not wrong or right. What you just said is true, but still, commas are not need for that separation. It's not right to put them there, it's not wrong to leave them out.
