I'm gonna say their safety regs require cargo straps, and they were laughing as they put them on. Benefit of the doubt, hoping they see the humor in what they did.

I'm gonna swing way out from in the box thinking and suggest, possibly there is something under the gravel under a tarp that us civilians are not supposed to see. Those straps seem tight. Possible on gravel? Not likely.
