If the government has no knowledge of aliens, then why does Title 14, Section 1211 of the Code of Federal Regulations, implemented on July 16,1969, make it illegal for U.S. citizens to have any contact with extraterrestrials or their vehicles?

I think it is entirely possible. There is so much of the universe we still don't understand.
There are 80-100 BILLION galaxies in the observable universe....How many planets each? The odds that life only happened once....when the universe is full of the building blocks....
I think there is life out there....for sure.

Anyone experience this before? Strong smell of gasoline, only on startup? It goes away after 30 seconds, and doesn't come back during driving. Only on startup. I'm throwing an EVAP code, and a quick search suggests that my charcoal canister, or evap line may be leaking, causing the smell? Just wondering if anyone has had first hand experience with this specific problem before?
