Yea. Just bad quality control. Many have had issues with that bolt.

after I do that, that side will be set. My other question is how did you feed, the bolts through that hold the bumper on, on that side. The bottom lip of the bumper makes it hard to reach.

Being you have a homebrew bumper. It's just something you need figure.
