call whoever does the inspections and ask them? I think it'll be fine as long as you don't have the big tires on it.

you'll be fine swapping suspensions. Just keep little tires on it for now.
Bumper height must be <28" measured to the bottom of the bumper

had mine inspected with a 3 inch lift. all i had to do was put stock tires on it. my 31's rub the control arms. my brother had his done with a 6 1/2 inch lift and we put my 31's on and it passed.
