you cannot relocate the hole at 3", the holes will be too close together to be safe.
Unless you weld up the old hole that is...I'd still get an adjustable that way you're ready for more lift down the road, the stock one won't be happy at 3" of lift anyways and will soon wear out and cause death wobble.

Question, does anyone know the part number for, or know the proper name for the stock fender flare mounting brackets for a 97-01 XJ? I need to order them jounts. Also, pop rivets to attach the plastic fender crap that goes inside the wheel well?
