Just saw a WRX in the parking lot and the tires didn't fit on the too wide rims. Why do people do this?

It comes from across the pond where safety laws state that the riding surface of a tire cannot exceed the fender. So people put wide *** rims on thin tires. No clue why Americans do it though.

Also some think its better for driving with the wheels all cambered out
