No bored throttle that I know of, its got a spectre factory replacement with oem air box, its been doing it for a few months now and seems to be getting worse

I need help I have a problem with what I think is a vacuum leak, I hear a whistle whenever I'm accelerating, it doesn't do it when I'm not moving or all the time only between 1000 and 2000 rpms and its a 2000 with a 4.0, if I could bring it to someone and have them look at it that would be great

Hello. I hope you all are well.My left turn signal will come on and then it will stop working. It's not the bulb as the hazards work. I've been reading about a few things to check,but I'm not exactly sure how to go about it and I could not find anything on youtube.
The 2000 has a switch located under the steering column,I can also check the relay located under the hood on the driver's side in the relay box,or I could check the other box located near the battery. I'm thinking it has to do with relay because when I turn on signal it makes a noise as if it's straining to work. Is there a manual on the 2000 that would show me exactly what the parts are called and how I can get to them? Thanks
