would you happen to have honing equipment? im going to start with tearing the motor down, replacing all the gaskets, new fuel lines, replace rings and rebuild the carb...stuff like that cause its been sitting for like 10 years and see if that does it. its actually in pretty decent shape for sitting that long and having a shed collapse on it haha. it was on my bosses land under a pile of wood (a shed) and he said if i could get it out it was mine...hooked a chain up to the trailer and yanked it out with the trusty heep

What size is the cylinder? I have honers and ridge reamers...not sure if the ridge reamer is small enough though. You will also need a ring compressor.
Can get them to Dukie and he can get them to you...

I know the honer will work, I'll check the ridge reamer size.
I believe my ring compressor may work also...
If they will, I will lend them to Dukie Sat.
