The bill of sale is to prove he didnr have ownership during that time. It is about the insurance and tags that they are holding him.

Im going through something ssimilar in ny. NyS wants to suspend my licences and plates cause they think i don't have insurance but i have jersey i insurance cause i live here. Huge headache.

Then vehicle can't be driven. In my case, vehicle is being transferred to jersey. Needed all this paperwork to get it done plus it isn't cheap lol. But alas, this weekend its being done. All paperwork has been acquired

I've bought and sold about 20 vehicles or so, only issues in md. Obviously I didn't look into the rules too far in md
