The state does "secret shopper" type inspections. Shops that accept bribes don't stay in business.

No. You were right the first time. "Hot" inspections.
That doesnt always work. I know a few people that do them, but only for close friends or family.

I am in the same boat as I have a 94 and a 96 with historic tags.
My 94 is not moving as we are working on it so it is safe...for now.
My 96 is my DD and I only went with historic tags because I am cheap and I did not want the hassle of VEIP etc. It could have passed inspection when I first got it but I took a rock dead center of the windshield about a month ago, left a spot about the size of a silver dollar right in my sight path. Wasn't going to fix as I am cheap and I would just deal but now safelite is due to arrive within the hour because it would not pass pending inspection.
I am not thrilled about the new law but make no mistake, I was fully aware of the mileage and usage restrictions that came with historic plates. I knew what the rules of having the tags meant and I just wanted to save a few bucks and inspection hassles. Nobody here to blame but me as I was trying to skirt the rules.
Sucks for me as I have to fix things, but sometimes when you try to take the short cut, the trip is longer.

The problem is money I don't know what the numbers are in actual registrations that will change but historic tags are what about $51 every two years and regular tags $135 every two years, even if it is 25,000 vehicles times $80 it adds up and they will raise fees again even if they reap the money they were hoping for. I think I would have preferred they grandfather the vehicles that have them and change it to 30 years for anything after Oct. 1st. Then make anything on the road less than 30yrs old subject to work repair orders, the folks who take care of their business would be able to keep what they had and it removes **** box cars through attrition.

I agree with you both. Had to do windshield today $240, inspection coming $75 (if nothing is wrong) and then registration $135 = $450 barring no other issues.
I just changed mine to historic in January, now I have to change it back.
So I will get half of my $51 back as my tags are less than a year old, so my best case scenario is roughly $425 outlay.
I think grandfathering it in would be a reasonable idea, but it still says right on the registration form that usage is limited and annual mileage is as well. I am not using it in the ways listed and am exceeding annual mileage limits.
As I said above, I knew I was not following their guidelines for either of those two things.

I would think you should be okay unless you run into a cop with an axe to grind. I imagine people who already have historic tags would be okay for the most part, but it will certainly affect anyone purchasing a vehicle since there won't be anymore skipping the state inspection.
Kind of stinks for me because I bought my Cherokee with the intention of pulling a small trailer and selling my historic tagged F250 to recoup some of the expense. But nobody will want to buy the 250 now since it won't pass inspection without some major investment. The previous owner ripped out every piece of emissions gear... cats, air pump, everything
