Needs a cover, and on the cowl would obstruct view. Top would be alright, with a cover and lighted switch.

How do JKs get away with it? I have seen plenty of them with light bars in both locations

State of pa requires lights to be covered when on roadways and must be wired up with an indicator light. As far as location goes, it's hard to explain, but easiest way I can figure to try is. .. nothing can be higher then X (I think 4 ? )inches above the front edge of your hood when looking on a level plane of sight(this only applies to mounting the light on the hood/cowl and for like cowl inducting hoods).

Also there is a difference between legal and plain old not giving a ****. ... haha
But, mounting a light bar on your cowl you would not be able to open your hood, mounting it in the hood it will shake and vibrate.
JK? Pff only barbie drives a wrangler, and how many of those JKs do you see being wheeled? Also, think of the glare you would get from the hood.
Moral of the story, I like taking chances and doing things how I want to, do it how you want to, if it didn't work go to plan b, if the fuzz has issues with it, rethink it.

Yeah I m saying how do JKs get away with it cause all I have seen is them mounted on top without being covered. I have literally seen maybe 30 so far. How do they pass inspection, and I don't think they even make covers for those led light bars anyway.

My 42" led bar is mounted on top, and at inspection time, I had to cover it. A piece of canvas, some elastic, my wife's sewing machine, and my inner Martha Stewart did the trick. Threw it on and haven't had it on since. I also have it on an aircraft style safety switch with an indicator. The last thing I want to do is accidentally turn it on and blind some one. I don't have a photo of the cover, but if you need one, I can probably throw one together for you. I keep it in the jeep just incase someone is having a bad day. Here's a couple of on/off photos.
