Give it a good smack while some one pulls the lever either in the corner right by driver door or smack in the middle up front I've had this work couple times on some xj's

 

Or lay under your jeep and stick your arm up through to grab the linkage rod and open it that way.

 

I think the cable broke the middle is open its the springs on the sides that won't pop

The hood latches are in the front corners, only thing in the center is the safety latch which is what you move after you pop it to open it. If the cable is broken, do what I said to open it. It's the easiest/non destructive way to open the hood with a broken cable.
