I’m not sure, guess I’ll find out. But I painted a snowplow with the black Rustoleum and it held up for many years.

When I coated the inside of the frame, I did 3 super thick coats, enough to where rust didn’t start wanting to sneak back through. I can see into the back of the frame which I did last year at this time, still looks good. Time will tell how it holds up.

The outside of the frame I absolutely will have to recoat, since I was only able to get 1 coat on before the weather turned. Still better than nothing.

I thought about POR 15 or similar, but have read a lot of experiences of it coming off eventually just like anything else, and trapping moisture underneath in the process. So I figured I might as well go with what’s cheap, easy, and available locally.

I was asking because I have thought the same thing. I did a few test spots of rust oleum on my truck frame and it's holding up fine. I used Eastwood rust encapsulator on my WJ and its already bleeding through. I think I will cover it with rustoleum.

I've heard similar about POR15. I did use Mastercoat on a mustang I had a few years ago and that stuff covered very well. Pricey though.

Great job on the floors...You did a lot of work there to keep it running.......In my experience the rustoleum will hold up just fine on it's own...The key is it stays relatively soft and can take some flex as well as road debris here and there... And better than a bunch of higher priced options..I used POR15 exactly as directed and had the product come off in sheets as stated.. Eastwood's rust encapsulator really needs to be coated multiple times{to make sure the actual rusted areas have enought to lock it in} then topcoated with something to take the weather and UV rays...Let's face it most companies will tell you their product is the greatest only to find out it was just expensive and didn't really work any better than the cheaper options..
