Well, I got tired of driving around with either crappy little H3 halogen auxillaries or one HID headlight (already got pulled over once), so I decided to investigate more into the problem. Turns out, one of the bulbs was bad. I didn't have the money immediately to buy another bulb... and really was tired of driving around without two good lights... so I just threw in my old sealed beams.
Turns out, the light output is great! I upgraded to the PUTCO harness after I had already installed the HID lights, so I never experienced the difference of the Halogen lights on good wiring. It truly is a night and day difference (No pun intended). I still plan on eventually going back to an H4 setup, but I'm no longer crazy in the head about going with an LED setup. I thought the only way to really get bright, clear lighting was with LEDs, but I'm glad I did this.. it's eye-opening.
I do seem to have lost a little bit of distance though. I don't know if it's just because I need to re-aim them, if it's because I'm running old lights, or if I just need to get the h4 conversion done... but there was definitely more distance with the HIDs. That I do miss... but a flick of the high-beam switch and I get plenty of distance. So I might not even worry about it.
I'll keep the followers updated with that.

Now, don't get me wrong, blue "tinted" bulbs that give off a "purer" white light, I don't have a problem with. 4300k-6000k color temps are okay... It's when you get into 7-10,000k color temps that it becomes completely useless.

So, interesting news. A friend of mine (the guy that cut the roof off the green jeep and put it on his cut up yellow jeep) bought his daughter a black '01 2wd and then bought a '98 4wd w/ no motor for a conversion. I asked him about what kind of condition the doors were in and one thing led to another.... well, I'm now purchasing the header panel, grille, front doors, front fenders, and center console from him. Pretty good deal at $150
I've been thinking about this conversion for a while... finally saw the opportunity to get the parts needed - and in the right color. So I jumped on it. I mainly wanted the front doors so I could finally have a full-size window, then then chop mine to half doors. The center console was also to fulfill a functional desire - my cupholder, while awesome, can only be used if I block off access to the hand brake... the 97+ console has cupholders built-in and retains access to the hand brake. The 97+ header panel and grille.... I just really like the look of, and the fenders complete the look and are in much better shape than mine.
Pics will come soon.
