I have a 2003 Jeep Grand Cherokee, the other day I was driving normal and heard a clunk and the jeep was hard to drive. It would be hard to accelerate, sort of like a caliper locked up, when I would let off the throttle the car would slow itself down instead of coast. Yesterday I put on new calipers and pads on the rear, the rotors still looked and felt good. We bled the brakes and still have the same issue. Any ideas on this, I'm suspicious on the emergency parking brake but I'm lost on it right now.

I am also looking for a good shop around the Tacoma/Seattle area that would work on my car with an interlock installed on it.

You described the rear brakes but what about the front? It sounds like your brake service/diagnostic was incomplete. My left rear park brake was bound (photos), dismounting of the rotor-drum was brutal but successful. Were you able to actuate and release the parking brake, and prove that the rear wheels released (each rear wheel spun by hand)? Did you pull the rear rotor-drums or just look at them? What's inside the drums? If the drums and hardware are good then you may have a bad rubber hose at one of three locations, with internal delamination. Sometimes, when that happens to a hose, the brake caliper(s) cannot return when you release the pedal. Take the time to diagnose the fronts (disassemble for inspection) because that's the likeliest area of concern for the trouble you described.
