03 jeep won't shift until 4500 rpm

03 jeep won't shift until 4500 rpm
will shift smoothly into reverse and low but won't shift into 2nd or drive until I hit around 4500. it then shifts smoothly. ( no warning of problem )
fluid is fine and it is throwing no codes. spoke to 2 local shops and they said it may be a tps but it will cost $55-100 to diagnose problem.
could it still be the tps without a code?
can someone please advise what else I can check and I am not a mechanic so I need simple instructions.
someone suggested checking the tv cable but I don't know what that is and someone else suggested resetting the computer by disconnecting the battery.
all of your suggestions would be greatly appreciated.

after going thru a dozen similar posts I started routing around. I first checked the cables. the one in the middle has about an inch of slack. it seems to go under the battery somewhere on pass side. can't figure how to take up slack.
the one closest to front has just a little slack and goes back to the tranny.

The one that goes under the battery is for the cruise control and should be slack. The one that goes to the trans is the TV cable. It controls shift points in relation to throttle openings. That must be adjusted correctly. If it's slack, it might be disconnected at the valve inside the trans or be broken. This will give you a starting point. Check by adjusting it at the throttle. Any good repair manual will tell you how. If that doesn't work, you'll have to drop the trans pan and check inside. There is a recent post where a large spring was found broken when investigating this same problem. Check it out.

adjusted tv cable. before it would not shift from 1st to 2nd until 4500 and then 2nd to drive until 4500 I believe.
after adjustment it wont shift from 1st to 2nd until 3800 and then shifts smoothly from 2nd to drive without revving up. it shifts from 2nd to drive to 2nd manually just fine . I tried it a half a dozen times.
I tried from 1st to 2nd about 5 times and it did not shift til 3800. I cant adjust the cable any tighter for some reason. it's taut. maybe too tight?
anyway while test driving I found out by accident that if in low drove up to about 3000 and let off throttle to around 2000-2300 it would shift smoothly to 2nd and then drive. I tried this about 6 times and that worked most of the time.
what does this suggest? do I need to tweek the tv adjustment again or do you all think it may need a band adjustment or something else.

If the tranny fluid is old, you may want to flush out the tranny and toss a new Mopar filter and gasket on.
All it takes is a piece of debis floating around in the fluid to hang up a valve body or clog a solenoid.
When my TPS went the check engine light came on, and it would late. I flushed my tranny using a bucket, tossed a new filter on it, and it was like a brand new truck.
Just something you may want to look into.

ok Tony. Thanks. that was next on my list. it wasn't throwing any codes. I was just wondering that I had improvement with a tv cable adjustment and was not sure if I did it right. it seems nice and tight now. better than before.
the vehicle has 132k on it and we don't know the maintenance history on it. since around 120k. it is probably overdue for a flush and filter.
thank you for the help. I work graveyard so now going to bed. will check back here around 730 tonight.

IDK if jeep trannys work the same way as GM, but the way I always adjusted the TV cable on them was to push and hold the release, open the throttle wide open, then release the cable adjuster.

ok, i'll have to try adjusting again since I didn't hold the throttle wide open and then release.
thanks. ive had some improvement. shifting at 3700 instead of 4500 and shifting smoothly in other gears. will readjust tv cable and then schedule a flush.

I wouldn't do a full flush on an older transmission. Drop the pan and let it drain and refill it. A full flush can often cause things to free themselves in large quantities causing damage.

I readjusted the tv cable with throttle wide open as suggested. it shifts smoothly on every gear except between 1st and 2nd.
it still has to go up to around 3500 before it shifts and then shifts smoothly to drive. I can also manually downshift to 2nd and then to drive and it shifts smoothly.
sometimes I can go up to 3000 and then back off a little and then hit the throttle and it shifts from 1st to 2nd and then to drive smoothly.
maybe I did not adjust the tv cable correctly. next on the list is to talk to a couple mechanics aaround here ans see if we should flush or just change the liquid and filter.

The 42RE is electronically controlled.
There are 3 primary solenoid sand sensors located just inside the trans pan. A bad solenoid or sensor will cause bad shifts.
