Not necessarily. I blew 2/3 sensors and never threw a code.

Take it to a transmission shop and ask them to test them, not sure if they can, when you get the fluid changed.

It is my understanding that 1st and 2nd are hydraulically shifted by governor pressure and engine power setting (tv cable). 3rd and O/D are electronically shifted. It could be your governor is hanging up and not controlling pressure correctly.
