89 jeep cherokee dana 30.axle

Default 89 jeep cherokee dana 30.axle
So I have a dana 30 axle on my 89 jeep cherokee. I was replacing my wheel hubs. And noticed that when I set to 4x4 my axle spins still. I don't think it should...what could be wrong?

Engine: 4.3L with headers and full 3" exhaust system

Co you have a central axle disconnect and is the engine running when you do?

engine not running, and it's the standard dana 30 that came with the 89 xj

So I will assume then you have a CAD, which is vacuum operated. Try it with the engine running
