Default 94 2wd JGC w/ 42re holds first gear until 5k

Hi there, new poster here, great site btw, hopefully this is the correct location for my thread, but anyways, yesterday me and my girlfriend purchased 2 JGC's 1 running and driving, 94 GC 2wd I6 with a 42re i believe, great shape for 250k miles, but holds first gear until 5k almost like the TV lever is always engaged, trying to shift it manually 1st or 2nd does nothing, I have adjusted the TV cable with no change, as well as disconnecting it at the TB completely with no change as well, once it shifts into second, it acts completely normal, i am then able to manually downshift, Is there have had similar problems happen In 2 different Ford Broncos and it was the Vacuum Modulator at the rear of the transmission, but Jeeps do not use these, I was wondering if this has happened to anyone else, or if someone might be able to point me in the correct direction, I dont have a multimeter here with me, so if I cant test things without that would be nice, if not I can go buy one, also, the throttle valve lever on the transmission, is it adjustable? not the cable, but the actual linkage on the trans, is there a throttle valve sensor? would a different sensor on the trans be causing this? Thank you for your time, also the second one which I am picking up today is a 95 I6 auto but a 4x4, can i use the parts from its trans for the 94? or if it comes to it, can I put the 4x4 trans into the 2wd? I know some transmissions can do this but you have to bolt the tail piece up because 4x4 trans dont have the tail, just the TC

thank you

Might be a VSS or governor problem.

Welcome to CF. X2 on the above comments. Sorry, but no, 2WD & 4WD transmissions aren't that easily switched. The output shaft in the 4WD version is shorter.
