You may have bought some contaminated fuel. See if you can get a sample of fuel from the tank, before the filter. Either take the filter off and get a pump shot in a clear jar or siphon some out of the filler neck. You may be surprised.
This may not be anything that involves you, but my cousin (at 3 years old) put a couple of handfuls of dirt in my uncle's gas tank before he was caught. The resulting confrontation was not pretty.

That thought has crossed my mind too. She had drove about 40 miles after getting gas while on empty, said the fuel truck was getting ready drain his truck. Would it be obvious if the fuel is contaminated?

An easy way to tell is pull your new fuel filter and cut it open, or get a sample from the tank. You should be able to see particles in the filter or floating in the sample. It may be possible that when she filled it with the tank empty, the force of the pump hose blasted debris loose from the bottom of your tank.
Legally going back on the station is not going to happen. You've got to prove it was he's fuel that caused the problem and the fact that your tank was clean before the purchase, and even that you bought it from him! It will cost you a bunch of money to get a court order to inspect his tanks, if you can find a judge willing to write it.
Try this. Put a pressure guage on the fuel rail, start and run it. If the pressure drops when the stumbling begins, you've got a fuel delivery problem.

I can't find a pressure gauge to rent at any of the parts stores here in town and buying one is too spendy...that was my first thought. I'll disconnect the fuel filter and pump some gas into a jar and see what that looks like.

I don't know where "here in town" is but I've been told Auto Zone or Advanced Auto Parts rent them.

Corvallis, Oregon. AutoZone has one on their list of loaner tools but said they didn't have it in their system anymore. I called Napa and knechts, but neither rent tools out.

Crankshaft Position Sensor
Hello there. I have a ZJ laredo as well, I had the same problem, I thought it was a fuel pump problem, change it but it wasnt the problem, then i went to the computer but it wasnt eather, the problem was on the "Crankshaft Position Sensor" This sensor is located between the transmision and the engingine bell housing, Change this sensor and your problem would be solved, buy the oem better than the after market one, it coast 10 dollars more but is worth it, At least that worked for me after searching a lot.
Hope this help you and save time.

Thanks.
Okay so i disconnected the fuel line right before the filter to pump some into a jar and had my buddy turn the key on. He turned the key about 8 times but the pump only kicked on three times. Hooked it back up and tried to start...no pressure at the fuel rail now. Bad fuel pump?? Not sure if it matters but the battery started running low while trying to start it.
Any way to check the fuel pump for sure?

Got the battery hooked up to my pick up right now. Turn key and fuel pump doesn't kick on. Try to start and it just cranks. No pressure at the fuel rail at all. Swapped out the fuel pump relay, problem persists.

FUSE 4 the Fuelpump
You have to change the fuse for the fuel pump on the engine bay its on the fuse box under the hood. then check the crankshaft position sensor and youre done.
