bad idle and misfires

Update. So after the rebuilt ecm off of eBay was installed the thing fires up and runs perfect so far. No idle issues and no cutting out. Drove around and have 0 issues. Scanner hooks up and communicates just fine

Well done, congrats. It almost had to be that, I was thinking after how it wouldn't communicate with the scanner....
How much was that rebuilt unit? No chips to swap out, just plug and play?

Well that's cool. See, I never had a problem with my pcm, the previous owner claimed he had replaced it, maybe he did.
As an aside, I screamed by a sheriff today doing 55 in a 35, thought I was toast, saw him turn on his lights and hit the brakes, figured he was turning around but he never did. Sweat bullets all the way home. She hits new rpm's with the new fuel pump and regulator filter.

I'll rent one from the auto parts store. What is the psi supposed to be at?

What's next if that's not the problem?

Had a baby on the fourth so haven't had a chance to do anything else to it. Got it towed to my house yesterday. I checked the pressure and fuel pressure was at 10 psi. So I'm assuming that it's definitely the pump or filter causingbthe issue. Would a clogged filter drop the psi that much? Gonna go to the auto parts store and get a pump or filter after we're done with the baby's appointment.

Yeah you need a pump and filter. Depends on the year which you never said but could be different locations maybe on the bottom of the pump assy or in the fuel line somewhere. Also the pressure depends but 10 is too low no matter what. Fill out your profile and congrats, dad. Assuming you aren't mom!
