Crank but no start
I have a 99 grand Cherokee 4.0 it cranks but doesn't start. I tried to troubleshooting to no avail. I stumped any help would be greatly appreciated.

I've swapped relays to make sure they were working. Pulled fuses to make sure nothing was blown. Checked wire a CPS it was replaced about a year ago. Disconnect it and tured key to on to see if any of the gauges moved and nothing. I swapped PCM to identical one flashed to my vin. Same symptoms nothing changed. Pulled dash apart to check wiring everything looks good and im able to reset odometer if that means anything. I assume its working. I get a single chime with key in on position i read somewhere that is the SKIM communicating with PCM or at least trying to. Im stumped.

Nothing glaring indicating it was failing just died on us. The worst part (other then having a broken down vehicle)is not being able to get a code to figure out what is wrong.

Old fart with a wrench
The gauges aren't active either. The PCM is not active. You've lost connection somewhere. Check the ground wire to the PCM.

No gauges aren't active at all. I received another PCM today and still nothing. 2nd pcm so i don't think its that. I plugged it in with battery disconnected and then with battery connected and when i plug the middle cluster in the fan turns on for a second or two. Would that indicate a good ground?

@dave1123 i did notice a little movement in volt gauge not much but it definitely did move. Grounds are all cleaned and reattached. Still wont turn over. I tried with 2 different PCMs after grounds were cleaned. I accidentally plugged my original pcm in with battery connected and i heard relays clicking and my fan turned on for a second. Does the mean anything?

In order to get it going soonest, I suggest you have someone with a DRB scan tool look at it. That tool can scan all the systems and determine what's causing the problem. It's out of the realm of diagnosing it via keyboard. Sorry.
