Fan is hitting pulley?

Fan is hitting pulley?
I am reaching to to see if anyone has any ideas...I apologize in advance for my lack of knowledge or correct terms.
1996 Jeep Grand Cherokee
Wife was in a sleep deprived state and started the car with her foot on the throttle (full down to the mat) instead of the brake. Car started briefly at full rev and then the fan started making a sound like it was hitting something. Opening the hood and manually turning the fan I can see that it is hitting at the bottom of the fan. It is hitting on a pulley, (Serpentine belt?) So something is out of alignment? The fan feels sturdy and not loose...

Old fart with a wrench
It's really hard to tell, but it looks like the harmonic balancer on the crankshaft has come apart.

Does the fan pulley itself have any play?
On my 99 XJ the fan pulley itself had a rubber
insert / grommet that weathered and wore out.
This caused the fan blade to Slip and hit at bottom.
Replaced pulley and serpentine Belt

Thank you, I was speaking to someone and they are suggesting the same. The seal on the harmonic balancer has deteriorated enough to make it able to shift forward and is now hitting the fan. I am assuming the high rev vibration was the final push it needed to dislodge enough to hit the fan.
