I didnt try jumping any relay terminals but swapped a bunch of terminals around and couldnt get anything

did you try your security system, it will cause the jeep to not start it will lock you out so the engine wont start it will turn over but it wont fire up it will keep cranking. try taking the key and put it in the drivers door and lock it then unlock it, it did it on my 95 jeep, its actually supposed to trigger the lights horn and all that crap but for some reason mine didn't it would randomly do this until I figured it out... its worth a try!

On my 97 ZJ, if the alarm was set, the engine would fire but stop running as soon as the key was released. My horns were burnt out so the only way you knew the alarm was set was by the little flashing LED on top of the dash.

Back to the basics. You need three things for combustion, fuel, air, and spark. "Spark" also includes power to the injectors. Two of these things are controlled by the PCM. Air is controlled by the throttle plate. If you have spark, the engine should show some signs of life with a little fuel poured down the intake. Without spark, you have to isolate the source of the problem. Is the coil getting power? if not, it's before that, etc.
