When doing the fuse test did you pull the off-draw fuse too. If you did not you will get a light. The off-draw fuse is always powered. It is used to power things that you may need with the ignition off. Radio memory, lights, etc. Not sure all that it powers have not checked schematic.

A frustrating problem. You need to get an amp meter and take a reading to see how much current is flowing. The clamp on as recommended would be good or a good digital multi meter.
Pull all your fuses, disconnect the alternator cable, disconnect your starter, get the electrical system to the point where you do not see the light on.
Then attach the alternator, test for the light. Attach the starter, test for the light. Then do the fuses, one at a time, until you find the one that turns on the light. Do all the fuses you may have more than one with a fault. Once you find the problem circuit you can then troubleshoot that circuit.
Pull all your fuses, disconnect the alternator cable, disconnect your starter, get the electrical system to the point where you do not see the light on.
Then attach the alternator, test for the light. Attach the starter, test for the light. Then do the fuses, one at a time, until you find the one that turns on the light. Do all the fuses you may have more than one with a fault. Once you find the problem circuit you can then troubleshoot that circuit.

Looking at a schematic fuse #7 is 20A and it powers the instrument cluster, automatic headlamp light sensor, body control module, power amplifier and data link connector.
There is another fuse #7 but it is 40A and is Located in the PDC.

Continuity would show that a circuit is made. He would have to start at the #7 feed line to ground to see if it has continuity. Which it should since his test light turns on. Then he would have to test all of the branch circuits to see which one has continuity. Which ever one has continuity that would be the problem circuit.
It apparently is not a high amp flow as the fuse does not burn out but we are talking a 20A fuse. Knowing the amp flow may help in the search.
